Need help reading birth certificate in German

Could anybody help me translate the "Remarks" column on the following document:

It is hard to read a document without further context. Here is what I can read:

Thank you. Regarding the context - this is a Jewish birth certificate from Zbaraz (now Ukraine, then Galicia, Austria-Hungary). The mother came from Woloczyska (now Ukraine, then Russia) and I think that city name in the third/fourth line is "Woloczyska".

Could you also please translate this into English? I understand that the first sentence says something like "based on the marriage certificate from(?) Woloczyska of 24/11/1877". But what about the second sentence?

Felber's transcript says Above registration was made on (mandatory) request/resolution/regulation of k. k. (abbreviation for kaiserlich-königlichen (= imperial-royal), prefix for Austria-Hungarian empire) District Administration

My guess, said resolution 20/8 880 Z. 4400 required a verifiable reference to parents' marriage
